Job Summary
Textron Systems is seeking an experienced Electrical/Mechanical Sourcing Engineer focused on Design for Manufacturing and Assembly as part of the Strategic Outsourcing Strategy. The focus will be to lead engagement with the internal customers to support the development of business opportunities, collaborate with Strategic Sourcing Managers to provide an effective, stable, and successful roadmap for Partnerships and Suppliers for Supply Chain. This individual will be responsible for providing Key engineering input (technical producibility/DFX, evaluations, assessments, etc.) to support new product development with internal customers, building and acting as the critical conduit to set up the supply base and lead complex custom supplier development projects to mature the manufacturing readiness. The Principle Sourcing Engineer will identify, build, manage and maintain capable supplier sources, and mentor more junior members of the team to grow the team network and knowledge. They will drive the optimization of design for supplier manufacturability, design for supplier assembly, outsourcing design to cost & quality, and further support prototyping validation/readiness leading to a successful product roadmap for stable transition to production. Responsibilities will also include the collaboration and integration of the outsourcing strategy with other roles within the Supply Chain and Operations Team and help grow appreciation and awareness of Sourcing Engineering value in the establishment of suppliers. The Principle Sourcing Engineer will champion other upstream activities, such as Bill of Material (BOM) development, Plan for every Part initiative (PFEP), inclusion of emerging manufacturing technologies, Design for Manufacturing (DFM), cost validation & estimating, and support to configuration control with Engineering. The Principle Sourcing Engineer will work closely with Design Engineering Team/IPT, Engineering Prototype and Test Teams, Manufacturing Engineering and Quality to complete initial prototype builds, analyze results, and propose refinement of engineering designs and be the main technical focal for supplier management.
Key Responsibilities:
· Collaborate with Sourcing Management and with internal customers (Business Development, Programs, Engineering, Manufacturing, etc.) and provide technical outsourcing recommendations that will support the maturation of business opportunities and program development goals.
· Foster relationships & team positive and engaging attitude while interacting with a diverse and multi-functional workforce during highly paced project development challenges.
· Participate and lead provide outsourcing technical recommendations during design conceptual reviews.
· Perform outsourcing product & process alignment of technical requirements with all stakeholders
· Identify supplier selection criteria and perform down-selection/trade studies with internal stakeholders.
· Support the development of technical documentation and requirements (specifications, statements of work, etc.) leading to timely release of information to the supply base.
· Chair key supplier Kick-off’s - Cadence Meetings, Technical Interchange Meetings, Action Lists, Integrated Schedules, and status reporting using Standard work tools and processes.
· Work with Engineering to provide timely supplier technical evaluation documentation and evaluations of requirements (Statement of Work documents, Specifications, etc.), Capability Development Documentation, Design Reviews (TRR, TIM, PDR, CDR, etc.), and other justifications that support down-stream technical requirements, and if needed, support to Technical Evaluations and single source justification completion.
· Collaborate with Supply Chain buyers and Sub-Contract and estimating team to develop outsourcing should-cost analysis.
· Work with preferred suppliers and internal team members to develop products and processes and make effective recommendations to optimize producibility and cost.
· Identify and support resolution of supplier/partner gap analysis based on technical & manufacturing readiness assessments to mature the product into a smooth Transition to Production (TTP)
· Perform comprehensive requirements validations for capability and manufacturability, manage and perform Suppler Issue/risk assessments (DFMEA/PFMEA), and identify and champion mitigation strategies that improve cost, schedule, and quality performance.
· Determine and deploy performance tracking metrics, developing standardized processes and tools for Product Readiness Reviews (PRR) for assessment analysis & tracking.
· Collaborate supplier/part manufacturing and sourcing plans with IPT (Integrated Project Team), including Sub-contract and Buyers.
· Identify cost savings and cost avoidance information for key sourcing improvement opportunities.
· Build, maintain and grow a database of potential supplier sources that meet performance criteria based on business mission objectives.
· Benchmark & work with key suppliers to establish effective yield metrics and performance indicators.
· Support execution and delivery of Supply Chain Rapid Prototyping/Procurement request process.
· Support outsourcing of product testing, tooling, fixturing, assembly and validation
· Work with Supplier Development Engineers to ensure supplier quality flow-down, directives and requirements are communicated clearly and understood.

About This Role

The negotiation, placement, and management of complex, high dollar subcontracts within a government acquisition environment, including both cost and fixed price material and service type subcontracts.
• Obtain program's contractual requirements; consolidate them into an accurate Comprehensive Request for Proposal (RFP) that will protect AAI's interests in data rights, Proposal preparation costs and intellectual property; and issue AAI's RFP to prospective subcontractors.
• Examine bid responses and initiate cost and pricing analysis using results thereof combined with program objectives to develop negotiation strategy and negotiate price, terms and work scope.
• Originate formal subcontract documents and coordinate inputs and approvals from both functional and programmatic leadership stakeholders.
• Originate and maintain required documentation for subcontract files, including all pertinent government Federal Acquisition Regulation requirements when applicable.
• Facilitate, maintain and control all correspondence between AAI and subcontractor.
• Verify all invoices and give initial payment approval or disapproval. This includes maintaining detailed accounts payable records for cost contracts to know when to withhold fee.
• Participate in program meetings, obtain data and requirements which must be transmitted to or obtained from subcontractors via correspondence or telephone.
• Monitor funding profiles and spend plans to be able to recommend when funding may or may not be required.
• Conduct day to day management of subcontract delivery to maintain acceptable quality and delivery targets.

Responsibilities:
· Collaborates with Engineering on desired production tooling and build-plan methodology and gives input/feedback on associated design criteria; analyzes engineering design to determine manufacturability of components and assemblies
· Guide and determine manufacturing processes, tooling methodology, discrete manufacturing operations and associated time standards to be used to produce new parts/assemblies from detail component fabrication thru job-level installation; authors and maintains process plans for shop floor methods/work instructions
· Develops learning curve and actual hour projections for new program production incorporation; analyzes actual performance and makes necessary process improvement recommendations
· Oversee process to create manufacturing Bill of Material (MBOM) to break engineering product structure into logical manufacturing methodology and sequence to enable MRP processes for order release, scheduling, and purchased component sourcing activities
· Provides technical guidance to initiate and drive Root Cause / Corrective Action (RCCA) on production issues related to engineering design, material, tooling, specifications and processes
· Analyzes/Interprets engineering drawing, manufacturing operation sequence, tooling function, and process specifications
· Ensures processes and procedures are in compliance with regulations.

- Works from Engineering drawings, sketches and written and verbal instructions.
- Reading from computer screens to retrieve work instructions, blueprints or other documents
- Maintains records, forms and logs as required.
- Typical tools and equipment used in the performance of duties are: MIG and TIG welders, manual hand tools, mechanical, pneumatic, cordless and electric tools including porta power, come a long, clamps, hammers and mauls, gougers, grinders, saws, band saws, drills, tapes and scales.
- Must be capable of handling chemicals and solvents including alcohol, cleaning solvents, cutting oil, tool oil, etc.
- Housekeeping of shop and work area (keeping work area neat and clean) daily.
- Must visually inspect work to drawings and sketches for completeness and dimensional correctness.
- May direct the activities or tasks of helpers, as assigned.
- Perform other job-related duties as assigned.

We believe people should love what they do – as a Sr Welder, you will be responsible for:
· Welding of Ballistic Steel materials in all positions. Must be able to work from standing, sitting, lying and kneeling positions. Some work must be accomplished with the use of mirror welding.
· Some work will have to pass RT, PT, and NDT type testing.
· Climbing on and over bulkheads, up and down ladders.
· Tack welding (kneeling, standing, sitting, lying, overhead burning of steel, dragging torch line)
· Use of jacks, porta-powers and come-a longs; some of which can weigh as much as 25 lbs.
· Lifting of material and tools (jacks, porta-powers, come-a longs, etc. Also loading and unloading of parts.
· Crawling through vehicle on top of floor plates and through hatch/door openings.
· Bending and twisting of your body as needed to get into different compartments.
· Operation of cranes and forklifts.
· Use of power tools (gougers, skill saws, cut saws, grinders). All require two hands on tools to operate in safe manner
· Walking on top of vehicle roof and bottom plates when position in the rollover fixture to achieve welding on a flat.
· Need to be able to work with your hands.

About This Role
Under limited supervision, performs complex and diverse administrative tasks for contracts associated with government, commercial and international customers. In performing this role, the Sr. Contracts Assistant will:
- Gather data, maintain logs,and prepare reports for both internal and external customers
- Ensure contract deliverables are accurately tracked and reported?
- Review incoming contract documents for accuracy and completeness, prepares and routes documents for approvals, enters approved data into the corporate database, and maintains accurate and complete contract files, databases, and records
- Update and maintain System for Award Management (SAM) for all Business Lines and site locations.

- Perform Control Account Manager duties on schedule and cost performance, forecasts, and risks.
- Identifies, negotiates, and resolves conflicts between the stakeholders during execution of the program, including Procurement, Integrated Supply Chain, and the Customer.
- Participates in and supports preparation of customer and internal reviews and prepares CAMs for schedule surveillance/audits.
